Cleo Li is an international trade attorney who represents clients in antidumping and countervailing duty proceedings before the U.S. Department of Commerce, as well as in subsequent appeals before the U.S. Court of International Trade. She has also advised companies on various customs matters before U.S. Customs and Border Protection, including compliance with the Uyghur Forced Labor Prevention Act (UFLPA).
Cleo is well‑versed in the series of tariffs introduced under the Trump Administration beginning in early 2025. She has extensive experience counseling clients on the impact of these tariffs on their global supply chains and navigating clients through the complex, overlapping tariff regimes that affect import strategies and compliance obligations.
Before joining Mowry & Grimson, Cleo served as the Supervising Editor of the Georgetown Immigration Law Journal.
